EXECUTIVE DIRECTOR, Eastern Indiana Regional Planning Commission

This position pays $59K to $70K depending upon candidate’s qualifications and experience. Certain benefits are provided.

Position Summary:

The Executive Director is responsible, under the supervision and direction of the Executive Committee of the Board of Directors of EIRPC, for development and delivery of programs and services of both a short-range and long-range nature designed to increase the economic vitality of the six-county service area. The Executive Director works in cooperation with all local, county, state and national governmental bodies and develops closer liaisons with local and state agencies/organizations with a complementary mission.

The Executive Director must be knowledgeable and a strategic thinker and will have excellent communication and interpersonal skills. In addition, the Director must demonstrate the following skills:

  • Creative problem-solving capabilities, with the ability to analyze and resolve complex and sensitive issues.
  • Knowledge of current trends issues and strategies that affect and influence all aspects of economic and community development.
  • Open, honest, and forthright in all communications.
  • Excellent writing skills and articulate oral communicative style.
  • Ability to explain complex issues to a wide variety of constituents.
  • An excellent understanding of the economic development process, federal programs, state programs, types of incentives, etc., and the ability to apply that knowledge effectively.
  • The ability to exercise sound judgment in analyzing situations and facts and to determine the proper course of action.
  • The ability to work independently and to correctly establish project priorities.
  • Good interpersonal skills to collaborate effectively with leaders in business and government, fellow employees, and economic development organizations.

Bachelor’s degree, experience in community and economic development, personnel, and grants management preferred.

Responsibilities Include, but Are Not Limited To:

  1. Directs and promotes a multi-county development district.
  2. Submits annual program recommendations and projected budget to the Executive Committee and Board of Directors for approval and direct implementation of approved programs.
  3. Serves as Point of Contact for the bi-annual audit.
  4. Monitors and evaluates progress in achieving goals established by Executive Committee and Board of Directors.
  5. Designs and manages programs that address the needs of the area and achieve financial profitability and sustainability for the organization.
  6. Maintains liaison with political leaders, not-for-profits, and other development organizations to insure the coordinated development of the area.
  7. Represents EIRPC at official functions.
  8. Prepares and delivers speeches and answer media inquiries on the six-county service area.
  9. Directs, supervises, and evaluates EIRPC’s personnel and consultants.
  10. Oversees EIRPC’s revenues and expenditures to ensure sound fiscal management.
  11. Serves as a catalyst for implementing community and economic programs and services that facilitate the creation and retention of quality employment opportunities and the quality of life for residents of the area.
  12. Implements goals and procedures for EIRPC programs, ensuring that they are conducted in accordance with Board policies and operational guidelines as well as state and federal regulations and requirements.
  13. Prepares grant proposals/applications and administers federally funded programs.
  14. Directs support staff and professional consultants.
  15. Performs other duties assigned by the Board of Directors.
